Extra geld voor armoedebeleid opsteker voor inwoners Mariaberg

[Maastricht | dinsdag 2 september 2025] De gemeente Maastricht gaat de komende jaren extra geld uitgeven voor de aanpak van armoede en schulden. Het verbeteren van de bestaanszekerheid van inwoners is een grote ambitie van raad en college. Met het nieuwe beleidskader 'We zien je', kiest de gemeente bewust voor een langjarige en integrale aanpak. Dat is goed nieuws voor Mariaberg, waar 15% van de huishoudens op of rond het sociaal minimum leeft en het gemiddeld inkomen per inwoner 24.000 euro is. Er zijn slechts 5 buurten in Maastricht waar dit inkomen lager ligt dan in Mariaberg. Bron: allecijfers.nl.

Armoede is een complex probleem met diepgaande gevolgen voor inwoners. "Met dit plan wil de gemeente de tweedeling in de stad tegengaan en bijdragen aan bestaanszekerheid, gelijke kansen voor kinderen en positieve gezondheid voor iedereen. We willen zichtbaar zijn voor wie ons nodig heeft en samen bouwen aan een Maastricht waarin iedereen mee kan doen", aldus wethouder Hoenderkamp.

Extra investering

De gemeente investeert de komende jaren €1,5 miljoen extra per jaar in armoedemaatregelen. Daarmee komt het totale budget op ca. €13,5 miljoen (exclusief de algemene bijstand). Deze extra middelen worden o.a. ingezet om het bereik onder inwoners van armoederegelingen en hulp te vergroten, kinderen in armoede de kans te geven mee te doen, een subsidieregeling te maken voor armoedeorganisaties, een fonds voor de aanpak van energiearmoede op te richten, en kosteloos vervoer aan te bieden voor minima met een beperking.

Vijf pijlers van het nieuwe beleid en de belangrijkste maatregelen

Het beleidskader is opgebouwd rond vijf samenhangende pijlers:

Preventie - Zoveel mogelijk voorkomen dat inwoners in armoede of schulden terechtkomen, o.a. via financiële educatie en hulp bij administratie.
Bereik - Meer inwoners in armoede of schulden bereiken en voor hen bereikbaar zijn, o.a. via (uitbreiding) wijkservicepunten en gerichte communicatie aan minima.
Lastenbeperking - De financiële lasten van inwoners verlichten via kwijtschelding van gemeentelijke belastingen. Ook komt er een tijdelijk fonds om energiearmoede te bestrijden. We maken het reizen met Omnibuzz gratis voor minima met een beperking, zodat zij niet meer geld hoeven te betalen dan ‘onbeperkte’ minima, die sinds kort gratis met het regulier OV kunnen reizen.
Ondersteuning - Inwoners ondersteunen bij participatie en ontwikkeling door het verhogen van tegemoetkomingen voor de kosten van sport, cultuur en school, met name via het Jeugdfonds Sport & Cultuur, het Volwassenfonds Sport en Cultuur en Stichting Leergeld. Ook komt er een nieuwe subsidieregeling voor armoedeorganisaties die materiële hulp of persoonlijke ondersteuning bieden, zoals bijvoorbeeld (dieren)voedselbanken.
Perspectief - Inwoners helpen duurzaam uit de armoede te komen, onder meer via schuldhulpverlening en ondersteuning bij ondernemen.

Samen met de stad

Het nieuwe armoedeplan is tot stand gekomen in nauwe samenwerking met maatschappelijke partners, armoedeorganisaties en ervaringsdeskundigen. De gemeenteraad bespreekt het beleidskader op 17 september en neemt op 23 september een besluit.

Extra funding for poverty policy a boost for residents of Mariaberg

Improving the economic security of residents is a major ambition of the city council and the executive board. With the new policy framework 'We See You,' the municipality is consciously opting for a long-term and integrated approach. This is good news for Mariaberg, where 15% of households live at or near the social minimum, and the average income per resident is €24,000. Poverty is a complex issue with profound consequences for residents. "With this plan, the municipality aims to combat the division in the city and contribute to economic security, equal opportunities for children, and positive health for everyone. We want to be visible to those who need us and build a Maastricht where everyone can participate," said Alderman Hoenderkamp.

Additional investment

In the coming years, the municipality will invest an extra €1.5 million per year in poverty measures. This brings the total budget to approximately €13.5 million (excluding general assistance). These additional funds will be used to increase the reach of poverty programs and assistance among residents, provide opportunities for children in poverty to participate, create a subsidy scheme for poverty organizations, establish a fund to tackle energy poverty, and offer free transportation for low-income individuals with disabilities.

Five pillars of the new policy and key measures

The policy framework is built around five interconnected pillars:

Prevention - Preventing residents from falling into poverty or debt as much as possible, including through financial education and assistance with administration.
Reach - Reaching more residents in poverty or debt and being accessible to them, including through (expansion of) neighborhood service points and targeted communication to low-income individuals.
Burden Reduction - Easing the financial burdens of residents through the cancellation of municipal taxes. A temporary fund will also be established to combat energy poverty. We will make travel with Omnibuzz free for low-income individuals with disabilities, so they do not have to pay more than 'unlimited' low-income individuals, who can now travel for free on public transport.
Support - Supporting residents in participation and development by increasing allowances for the costs of sports, culture, and school, particularly through the Youth Fund for Sports & Culture, the Adult Fund for Sports and Culture, and the Learning Fund Foundation. A new subsidy scheme will also be introduced for poverty organizations that provide material assistance or personal support, such as food banks (including pet food banks).
Perspective - Helping residents sustainably escape poverty, including through debt counseling and support for entrepreneurship.

Together with the city

The new poverty plan has been developed in close collaboration with social partners, poverty organizations, and experts with lived experience. The city council will discuss the policy framework on September 17 and make a decision on September 23.
